Finance and Operations Manager (MENA)



SALARY: $13,500


Master Media is the legal name of Biblica in Egypt, a global Bible ministry inspired by radical generosity. For more than 200 years, Biblica has helped people beyond the reach of God’s Word discover the love of Jesus Christ. As we move into our third century of ministry, we continue to produce relevant and reliable Scripture translations and resources that minister to people on the margins of the Gospel – the unreached, unengaged, unseen, and unwanted.

Working alongside global and local colleagues, the Operations & Finance Manager will give strategic oversight, prepare monthly financial management accounts for MENA, prepare and report on budgets for MENA, and provide operational management and oversight for Biblica’s work across MENA, including management of our facilities in Cairo and Erbil. 


Day to day financial controls

  • Ensuring a robust system of financial controls is in place in all locations, to safeguard Biblica’s assets
  • Monthly reconciliations of all balance sheet accounts.
  • Maintaining financial databases for stock unit costing and fixed asset

Financial reporting

  • Production of monthly management accounts, financial analysis and reporting internal variance reports to management
  • Monthly intra-group accounting and reporting
  • Bi-annual reporting to Master Media Egypt and Biblica Erbil Advisory boards
  • Monthly reporting to Biblica Inc
  • Other ad-hoc reports as required, e.g. to donors


  • Preparation of annual budget documents
  • Monthly monitoring against budget

Statutory compliance

  • Preparation of annual statutory accounts in compliance with governmental requirements
  • Managing the end of service system

Annual Audit and grant audits, internal audits

  • Preparation of all reporting and analysis required for the annual audit
  • Management of the annual audit process
  • Ensuring internal controls are adequate and records are up to date for regular internal audit checks
  • Preparation of reports and analysis for grant audits, as required

Cash flow

  • Ensuring credit control policy is followed and debts are collected on a timely basis
  • Management of creditor payments to ensure optimal cash flow
  • Ensuring adequate liquidity through forecasting cash reserves

Record keeping

  • Ensuring financial records are securely maintained for 7 years
  • Ensuring record keeping is compliant with requirements of government, auditors, and other regulatory bodies as required

Risk management

  • Ensuring Master Media is compliant with data protection legislation.
  • Ensuring adequate insurance to cover exposed risks in MENA
  • Creation, preparation, and maintenance of Master Media risk register and monitoring of ongoing risks


  • Oversee and co-ordinate the ordering of equipment and resources for the MENA offices
  • Ensure that all staff within MENA have appropriate IT equipment and software relevant for their areas of responsibility
  • Oversee HR systems, policies and procedures for staff based within the MENA, and to ensure full compliance with all statutory requirements
  • Oversee and co-ordinate general administrative systems and processes, for example, data management and archiving
  • Oversee management of Biblica’s properties across MENA, currently in Cairo and Erbil

Delegated Authority

  • Signatory to the Company bank accounts

Communication Skills

  • Primary Language Arabic
  • Proficient in English, both orally and in writing

Qualification and Competencies

    • Bachelor of Science Degree in Accounting or equivalent experience
    • Minimum 10-15 years of accounting background
    • Professionalism – approaches others in a tactful manner; reacts well under pressure; treats others with respect and consideration; accepts responsibility for own actions
    • Initiative and self-motivated by setting and achieving challenging goals
    • Detail Oriented
    • Judgment – exhibits sound and accurate judgment
    • Strong problem-solving skills
    • Ability to complete tasks in a timely manner
    • Strong knowledge of Microsoft Excel
    • Working knowledge of Microsoft Office Word and Power Point
    • Working knowledge of Sage 50 accounting software (helpful)
